“New frontiers New horizons” is the theme of the meeting held in Trieste on 18 and 19 January, jointly promoted by the CIR (Italian Council for Refugees), Euromed (Euro-Mediterranean Institute) and EMHRN (Network on human rights in the Euro-Mediterranean area). The meeting was organized to follow up the decisions taken, and the commitments assumed, at the Barcelona Conference in 1995, where a Euro-Mediterrean partnership for the creation of peace and stability was launched. The Congress in Trieste was attended by representatives of governments, interregional and international organizations from 27 countries. Particular attention was paid to the question of migration, recommending the adoption of a system of cooperation between the States of the European Union and those of the southern shores of the Mediterranean, to be realized through debates, interactions with NGOs, monitoring activities and research. “Ever greater efforts says a policy document drawn up for the occasion are being made in this context to harmonize European policies in terms of migration, refugees and asylum seekers. Nonetheless, the measures adopted have so far failed to guarantee the security and dignity of refugees and migrants. That is why it is urgently necessary to adopt a universal approach to the question of migrations, based on equality of rights, which may take due account at the same time of geopolitical and regional peculiarities”.
