Agreement between the European Community and the Council of Europe to establish, in conformity with art. 7 of Regulation (EC) no. 1035/97 of the Council, of 2/6/1997, a European agency to monitor phenomena of racism and xenophobia, and to promote close cooperation between it and the Council of Europe (1997); European Commission, draft decision that establishes an “EU action programme to combat discrimination (2001-2006)”, and defines a mid-term framework for the campaign against racism at the European level (1998); Treaty of Amsterdam, article 13, “non-discrimination clause”, according to which “the Council may take appropriate provisions to combat forms of discrimination based on sex, race or ethnic origin, religion or personal convictions, handicap, age or sexual tendencies” (1997); Declaration of the Council and of the Representatives of the Governments of member states assembled in the Council, of 24/11/1997, relating to the campaign against racism, xenophobia and antisemitism in the youth world (1997); Resolution of the Council and of the Representatives of the Governments of the member states assembled in the Council, of 5/10/1995, on the campaign against racism and xenophobia in the sectors of employment and social affairs (1995); Common action of 15/7/1996 adopted by the Council in conformity with article K. 3 of the Treaty on the European Union, in the framework of action aimed at combatting racism and xenophobia (1996); Directive 2000/43/CE of the Council, of 29/6/2000, which implements the principle of equality of treatment between persons irrespective of race or ethnic origin (2000); Declaration of the Council and of the Representatives of the Governments of the member states assembled in the Council, of 28/6/2001, relating to the campaign against racism and xenophobia on the Internet through the stepping up of measures aimed at young people (2001).
