“When people say that Europe is based on the economy we must specify what economy that means: not only currency and bankers, but also economic and social progress, high level of employment, balanced and sustainable development. Objectives that go far beyond the currency”. So said the economist Alberto Quadrio Curzio in addressing a conference on “Europe: economy and institutions” held in recent days in Rome. Curzio outlined his blueprint for the future construction of Europe. The Constitution – he said – “is the new frontier that the EU is posing as the historic transition from the economic Union to the political Union”. The objective is the construction of a Europe according to the “principles of subsidiarity, development and solidarity”. A Europe – said Curzio – where “the decisions are taken as close as possible to the citizens and in full respect for the capacity and autonomy of the member states“.
