In spite of the protests made by almost all the national and parliamentary delegations about the first proposal for the internal regulation of the Convention for the future of Europe presented by its president Giscard d’Estaing, following which a formal debate on the matter was avoided during the inaugural session, the proposal presented by the Presidium was adopted by tacit consent by the 105 titular representatives and the 102 substitutes in the course of the Convention’s second plenary session. The text of the regulation was endorsed also thanks to the fact that the Presidency has established that a representative of the candidate countries will form part of the Presidium in the role of “guest” or “associate member”. But the compromise proposed by the majority of the members of the Convention, and accepted by the president, consists in permitting a “liberal” application of the Regulation; provision would thus be made for the option of revising it every two or three months if the need should arise.
