The next plenary session of the Convention for the future of Europe will be held in Brussels on 15 and 16 April. The Presidium of the Convention has sent the titular and substitute members a memorandum (CONV 16/02) containing a list of points on which the debate should be focused. The main issue is the delimitation of competencies. These are the various questions to be addressed: whether it is opportune to extend the Union’s mission or limit its current functions; the principles and criteria that should determine the decision; whether it is opportune for the Treaties to expressly stipulate that the competencies and responsibilities that are not incumbent on the Union are incumbent on the member states and whether the Treaties should contain a list defining the competencies of the member states; finally, whether the option of establishing now and in a definitive manner the Union’s missions is incompatible with its possible future development.
