In the course of last week the following legislative acts and communications, among others, came into force: Decision of the Council, of 19 December 2002, which authorizes the member states to sign, in the interests of the Community, the Convention of The Hague of 1996 concerning competence, applicable law, recognition, implementation and cooperation on parental power and measures for the protection of juveniles (OGEC L 48/1, 21/2/2003); Regulation (EC) no. 343/2003 of the Council, of 18 February 2003, which establishes the criteria and mechanisms for the determination of what member state is competent to examine an application for asylum presented in one of the member states by a citizen of a third country (OGEC L 50/11, 25/2/2003); Draft Directive of the Council relating to conditions of entry and residence of citizens of third countries for reasons of study, vocational training or volunteer service (OGEC C 45E/1).
