In the course of last week the following legislative acts and communications, among others, came into force: Decision of the Council, of 16 December 2002, relating to the signature and conclusion of the accord between the European Community and the Republic of Turkey on the precursors and chemical substances frequently used for the illicit production of drugs or psychotropic substances (OGEC L 64/28, 7/3/2003); Decision of the Council, of 19 December 2002, relating to the conclusion of the partnership agreement between the States of Africa, the Caribbean and the Pacific, on the one hand, and the European Community and its member states, on the other, signed at Cotonou on 23 June 2000 (OGEC L 65/27, 8/3/2003); Decision of the European Parliament, of 15 January 2003, on the nomination of the European Mediator (OGEC L 65/26, 8/3/2003).
