A Green Paper on European culture to support and disseminate cultural richness by fostering the regional identities and cultural aspects of peoples: this is one of the key points of the report approved by the European Parliament on 4 September. The report of the EP’s culture Commission invites member states to reinforce their support for the cultural industries in the framework of projects for the economic development of regions and cities on the basis of EU structural Funds. Member states are requested, among other things, to develop a European legislative framework with a view to creating an “artist’s statute; promoting efficient systems for the protection of intellectual property and the trade-marking of works; improving the coordination of cultural policy and cultural initiatives at the national and European levels; stimulating the circulation and promotion of products and services and creating a system for the international promotion and export of European products; establishing a link between culture, education and training; encouraging the creativity of independent artists through promotional initiatives; promoting the projection and telediffusion of films in their original version and showing a preference for subtitles in one or more languages instead of dubbing; and supporting the initiative of UNESCO to proclaim a world day of the book and a projected convention on cultural plurality.
