The Foreign Ministers of the Twenty-Five, in the course of their meeting in Luxembourg on 13-14 October, called for “a realistic calendar for the transfer of political responsibility to the Iraqi people”. They also pledged to contribute to the international fund for the reconstruction of Iraq with an initial sum of 200 million Euros (added to the 530 million already promised by the Commission), also inviting EU governments to participate on an individual basis. On the Middle East, the Council reiterated its double appeal to the Israelis and Palestinians to save the peace process. Appeals were also made for an international moratorium on the death penalty (to the United Nations) and for compliance with the nuclear non-proliferation Treaties (to Iran).
