The European Commission has approved the communication “Citizenship in action”, which represents the basis of the reform for EU youth, culture 2000 and media plus programmes from 2007 on. The aim of the youth programme open to the age group 13-30 is to reinforce the actions of the European volunteer services also beyond the frontiers of the Union. The culture 2000 programme will be replaced by “culture initiative”, whose novelty will consist in the development of intercultural dialogue and the “promotion of transnational mobility of professionals in the cultural sector”. The media plus programme for audiovisuals will be replaced by media 2007, called to promote access to European cultures through the technologies of the information society. Lastly, the realization of a new programme, civic participation, is planned. It will regroup the various measures existing for NGOs, civil society and social operators (cf. http://europa.eu.int/comm/dgs/education_culture/index_it.htm).
