The European Union is about o take another step in its campaign against international terrorism. The Council of EU Foreign Ministers, meeting in Luxembourg last week, announced the preparation of the first “document of political action for the response to terrorism”. The text which will be presented to the Heads of State and of Government of the Twenty-Five during the Summit in Brussels at the end of the year envisages two “distinct but complementary” action plans: the first, defined “practice for security”, concerns cooperation between the secret services and police forces, and the crackdown on the funding of terrorist organizations; the second, of “political dimension”, will focus on political dialogue as strategy of prevention.
