It’s called “European Manual of Integration”, and was presented on the impulse of the European Commission during the Groeningen Conference of EU Ministers and a group of independent experts who collaborated with the national “Points of Integration Contact” coordinated by Brussels. It’s a document that contains the best practices of the policies of the 25 member states – also at the regional and local level in the following sectors: introductory courses for new legal immigrants and refugees; examples of civic participation; determination of indicators to define the quality of immigration. The Manual available on-line on the Internet site of the Commission http://europa.eu.int/comm/justice_home/doc_centre/immigration/integration/doc/handbook_en.pdf is mainly aimed at professionals in the sector at the local, regional, national and Community levels. The annex to the manual contains a guide in seven stages to transform the objectives of integration policies into concrete programmes.
