“Towards an integrated approach to urban questions and reinforced cooperation with the cities within the European Union”: that’s the title of the Vienna Declaration adopted by the general assembly of Eurocities (10-12/11/2004), the network of major European cities that now boasts of 120 members. The Declaration contains 18 recommendations, aimed at the EU institutions and the governments of member states. The recommendations regard the development and improvement of dialogue between cities, governments and the Union, in the light of the commitments already assumed at the Community level relating in particular to the principle of “participative democracy” enshrined in the Constitutional Treaty recently signed in Rome. The document – which will be officially presented to the EU Council on 30 November – emphasises among other things the contribution of European cities to the promotion of social inclusion, sustainable development and economic cohesion.
