The Communication in question ought to complete the framework of legislative proposals for the full applicability of the Eu strategy on immigration and asylum. The key point of the document is the conviction that, instead of concentrating exclusively on curbing clandestine immigration, efforts and resources need first of all to be dedicated to integrating legal immigrants. Frattini in fact spoke of a dual strategy: “one for legal integration, and another hardline strategy to crack down on illegal immigration, because if integration does not take place, what remains is the sense of distinction and diversity, which then becomes exclusion”.
