“Eu-Palestine cooperation after the withdrawal – Towards a solution based on two States”: that’s the title of the Communication to the European Council and Parliament adopted by the Commission last week; see the EU website for external relations: In issuing this document the aim of the Executive is to “implement a mid-term global strategy to administer EU support for the Palestinian people”, made all the more necessary after the final Israeli pullout from Gaza. The Commission’s proposal is in response to the official request formulated by the representative in the Middle East of the “Quartet” (the Committee composed of USA, Russia, EU and UNO charged with monitoring the implementation of the so-called “road map” of the peace process) to double aid to the Palestinians. More specifically, the EU strategy is based on four fundamental priorities: support for the elections, judicial system and the rule of law; promotion of the reform of the Palestinian Authority; improvement of the environment for foreign trade and investments in the local economy; and reconstruction of the infrastructures on the West Bank and in the Gaza Strip.
