“Recognizing that to effectively tackle the trafficking of human beings an integrated approach based on respect for human rights and on the global nature of the phenomenon is needed”. That’s the key principle of the Communication on “combating the trafficking of human beings – an integrated approach and proposals for an action plan”, presented by the European Commission on 19 October in the framework of the policy of coordination between EU and member states in the sector of liberty, security and justice. Brussels intends to use a two-pronged approach in combating “a traffic perpetrated with the objective of sexual and labour exploitation”: first, the commitment to pursue an approach based on human rights (i.e. placing the victims, or potential victims, their rights and needs at the centre of European policies), and second, the nature of the policing of this objective (investing in resources and means to ensure that the trafficking in human beings is converted for organized crime from a low risk/high profit into a high risk/low profit enterprise). The strategy reinforces the promotion of non-discrimination and the structures of existing coordination and cooperation in the EU, and also promotes regional measures such as the “Mediterranean Transit Migration Dialogue”.
