The Committee of the Regions of the European Union (COR) met in plenary session in Brussels on 16-17 November. The session was the first since the signing of the administrative accord between the COR and the Spanish government that permits the Spanish members of the Committee to speak in their own regional languages (Catalan, Basque, Valencian…) in application of a Regulation of the European Council concerning all the languages (including minority and regional languages) officially recognized in the member states. Responsibility for the implementation of the Regulation lies exclusively with national governments. The plenary session also discussed and voted on some twenty Opinions and Resolutions: the issues of particular interest were the future of the policy of cohesion 2007-2013, the proposal of the Commission relating to a new framework programme for solidarity with and management of migratory flows and the establishment of the programme “Citizens for Europe” aimed at promoting active European citizenship.
