War on drugs: not only institutions” “

A major pan-European Conference entitled “Drugs and Society” was held in Brussels on 26-27 January. Held under the auspices of the European Commission (General Directorate for liberty, security and justice), in collaboration with national governments, local authorities, European networks of NGOs active in this field and many organizations of volunteer service, the expression of “non organized” civil society, the conference offered a preview of the Green Paper “Drugs and Civil Society in the EU”. It was also an occasion to reinforce action aimed at achieving one of the main objectives of the EU Action Plan against drugs 2005-2008, namely “the reinforcement of the participation of civil society in the formulation and evaluation of the European anti-drugs policy”. Attended by over 140 representatives of the associations and NGOs involved, the Conference tried to respond to three fundamental questions: what is working in the anti-drugs campaign? How can civil society cooperate with the EU institutions?
