The informal Summit of heads of state and of government of the Union is being held in Ghent, in Belgium, on 19 October. The four main points on the agenda are the following: preparations for the introduction of the EURO, on the basis of a joint report by the president of the ECOFIN Council Reynders, President of the European Central Bank Duisenberg and EU Commissioner Solbes; the future of Europe and the Laeken Declaration, on the basis of an introduction by Belgian Prime Minister and acting President of the Council, Verhofstadt; the fight against terrorism following the attacks of 11 September, on the basis of a report by Belgian Foreign Minister and acting President of the General Affairs Council, Michel; and EU enlargement to the East, on the basis of an interim report on the progress of the negotiations drawn up by the Commission.
