Overall, at the EU level, there are 7 programmes and 12 actions in which young people can participate directly. In spite of the non-existence of a specific EU policy for youth, a series of provisions do tackle the problems of young people within various areas of competence of the Union. We list the most significant of them below: 1989: Resolution of the Council and of the Ministers of Education attending the meeting of the Council of 14/12/1989 concerning the campaign against poor performance at school; 1995: Joint declaration of the EP, of the Council and of the Commission regarding Decision no. 819/95/EC of the EP and of the Council. of 14/3/1995, establishing the “Socrates” Community programme; 1995: Resolution of the Council, of 5/10/1995, on the cooperation with third countries in the sphere of youth; 2000: Decision no. 1031/2000/CE of the EP and of the Council, of 13/4/2000, that establishes the “Youth” Community programme of action; 2000: Resolution of the Council and of the youth representatives of the member states attending the meeting of the Council, of 14/12/2000, concerning the social integration of young people; 2001: White Paper on “Youth”.
