In the course of last week the following legislative acts and communications, among others, came into force: Directive 2003/9/EC of the Council, of 27 January 2003, containing minimum rules on the reception of asylum seekers in member states (OGEC L 31/18, 6/2/03); Decision of the Council, of 21 January 2003, on the existence of an excessive deficit in Germany Application of article 104, paragraph 6, of the treaty establishing the European Community (OGEC L 34/16, 11/2/03); Recommendation of the Council, of 21 January 2003, giving a warning to France, in the framework of the preventive alarm procedure, with a view to avoiding an excessive deficit (OGEC L 34/18, 11/2/03).
