Henceforth corrected examination papers for competitions for jobs in the employment of the Council of the European Union shall be made available for the inspection and control of candidates: that’s the proposal, accepted by the Council, of the European Mediator P. Nikiforos Diamandouros, following the protest of a German citizen who had been denied the chance to inspect a copy of a corrected examination paper in a competition for typists held by the Council. By this decision the Council of Europe falls into line with the European Commission and Parliament, which have already pledged, respectively in 1999 and 2000, to provide access to copies of corrected examination papers. “Citizens who wish to work for the European institutions – observed the European Mediator – receive a bad impression if they have doubts about the impartiality or fairness of the assessment. To eliminate this doubt, it is essential that each candidate be given the chance to consult the corrected version of his own examination paper”. In this way candidates may also “be enabled to discover the errors they made and improve their future performance. Trust in the administration will be reinforced”.
