In conjunction with the EU Summit on the information society and the new technologies held in The Hague in mid-November, the European Commission has adopted a Communication with the title “the challenges of the information society beyond 2005: point of departure for a new strategy of the European Union”. The document intends to present the “challenges” that must be tackled and overcome by the next European strategy in the sector up till the year 2010 (ideal deadline fixed by the Lisbon Agenda): in particular, the Commission places the emphasis on the need to reinforce research and investments in the sector of information and communication technology (ICT), gearing it to the need and right of citizens to “exercise European citizenship” by availing themselves of facilities that may permit better participation. The themes on which the future European strategy will be concentrated are the following: contents and services; public services; skills and professions; ‘interoperability’, trust and reliability; ICT for businesses; ICT for social inclusion (e-inclusion) and citizenship.
