The time has come to assess the progress of the European Year of Education through Sport 2004. Only a few days after the approval of the Constitutional Treaty that raises sport to the rank of EU competence (art. 182, “Education, culture and sport”), the EU Commissioner Viviane Reding presented an assessment of the first six months of activities. Some two hundred projects received EU funding, “permitting a real debate on the values of sport, on the dangers of doping and on the beneficial effects of sport on health”, with the participation of youth and sports-men and -women from all European countries. As regards the reference to sport inserted at the last moment in the Constitutional Treaty, Reding confirmed that henceforth it would be possible to “take measures at the Community level to promote the educational and social values of sport and to crack down on its negative effects”.
