The Council of Europe has given a positive response to the “request for international aid” made by the UNO for the reconstruction of Iraq. With a Resolution adopted at the end of June following an emergency debate, the parliamentary Assembly (which brings together the representatives of the national parliaments of the 45 member states) announced its decision to participate in the UN Plan recently presented by the Secretary General Kofi Annan. More specifically, the Council of Europe will provide the assistance of experts for the drafting of the new Iraqi Constitution, for the training of personnel in the judicial sector (including the police forces), for education and for the promotion of the culture of citizenship and the values of social integration between the various ethnic groups in the country.
