In preparation for the UN Summit in September 2005, the Commission has adopted a Strategy which contains the position of Brussels on the fundamental points of the final Document of the Summit such as “security, development, exchange, environment, human rights and democracy”. The strategy also spells out the European negotiating objectives, in relation to which the Executive has pledged to obtain as wide a consensus as possible at the world level. Those objectives are: establishing a “Commission for the consolidation of peace”, a “Council for Human Rights”, and a specific UN organization for the environment. The Commission lastly communicated European support for the proposed “UN Fund for Democracy”, which will probably become operative as early as 2006.
