The Economic and Social Committee of the European Union (CESE) has adopted an Opinion relating to the guidelines for employment recently presented by the Commission. It expresses concern about the “lack of coherence” between the various EU strategies for job creation. In particular the document regrets the failure to provide a specific guideline for youth employment (despite the constant growth in youth unemployment). It also stigmatises the absence of specific guidelines for women and more disadvantaged categories of workers. In the view of the Committee, the guidelines for employment should be concentrated on the “improvement of the quality of work through training and internal and external mobility”. But it expresses the hope of being able to discuss future guidelines in the context of a “democratic debate at the European and national level with the participation of civil society”.
