Presenting the provisions to the press, the President of the European Commission Josè Durao Barroso emphasized the “determination to firmly anchor European legislation in the culture of fundamental rights”. The steps of the procedure in question are as follows: evaluating the impact of legislative provisions on fundamental rights; examining the effective need to legislate in a particular sector; and guaranteeing freedom of expression and information.
