The Justice and Internal Affairs Council of the European Union reached an agreement in Luxembourg last week on the entry into force of the so-called “European early warning system on immigration”. The system will permit EU member states to monitor migratory flows into the entire territory of the Union through the exchange of data in real time between the various competent national authorities. The ministerial agreement calls on the European Commission to present by June a proposal for the implementation of a shared system of communication “based on the need to communicate information relating to measures whose impact is considered significant in various member states or in the EU as a whole”. The objective of the early warning system is to equip the Union and member states with a standarized approach to the management of immigration – both legal and clandestine – and contribute to a common policy on asylum and immigration.
