The diffusion of cell phones has registered a further growth and by now 80 out of every 100 citizens of the Union possess one. But there are countries that, for particular reasons, have a figure that exceeds 100%. That’s the case of Luxembourg, in which cell phone contracts have reached the level of 120 per 100 inhabitants. The reasons for this saturation are the limited population, which can also depend on a high per-capita income, and the fact that “in the Grand Duchy it is possible to simultaneously use more than one operator”. The research was conducted by Eurostat and refers to the data at 31 December 2003. The EU average is 79.9 cell phones per 100 inhabitants; in 1995 the figure was no more than 4.9%. Contracts grew with staggering rapidity between the late 1990s and the start of the new millennium.
