The reforms of EU agricultural policy also affect the 10 countries that recently joined the Union. If the Maltese and Slovene governments have decided to adopt the reform introducing the single payment per farm from 2007, the other eight countries have opted to apply the so-called “regime of single payment per surface area” from 1st January 2005. This regime grants all farmers of a particular region uniform rights calculated on the basis of hectare and financed with the same EU fund for agricultural and regional development. Although benefiting from various transitional periods, all new member states have pledged to uniformly adopt the single payment per farm reform from 2009 on.
