“A strategy on the external dimension of the space of liberty, security and justice”: that’s the title of the new Communication of the EU Commission that defines the fundamental sectors of cooperation between the Union and third countries in the field of “human rights, institutional consolidation and good governance, immigration, asylum and control of the frontiers, fight against terrorism and organized crime”. The principles on which this cooperation is based are three: “geographic differentiation, partnership and flexibility”. According to EU Commissioner Franco Frattini, the aim of the Communication is to demonstrate the basic EU assumption, namely, that it will be possible to “establish an internal space of liberty, security and justice only if the EU contributes at the same time to a secure external context”.
