On November 23 -24 the Portuguese archipelagoes of the Azores adopted the first Action Program on the implementation of the EU Territorial Agenda, a policy and measures tool in the field of territorial cohesion and regional development. The 15 proposals presented by the Portuguese President together with the European Commission and the Member States, are divided according to three fundamental priorities: horizontal integration of territorial and urban components in the various community policies; plural “governance” strengthening in the Union and in Member States on the basis of partnership shared by community, national, regional and local parties; dissemination of the knowledge and culture of territorial management and development. In addition to the new EU Treaty provisions, accounting for geographic and social-economic inequalities of European Regions, the Agenda contributes to the preparation of the Green Book on territorial cohesion announced for the month of September 2008.
