Agostino Marchetto, secretary of the Papal Council, should not however "degenerate into perennial resentment between families and clans", and "honesty at work – reads the document – is also a civil and Christian virtue, which cannot be disregarded" and those "activities that produce ‘easy money’, at the boundaries if not outside the law, must therefore be definitely forsaken".
