"We have set out a double action: on one side, we insist on a EU that delivers, to respond to the real expectations of the citizens; on the other side, there must be a will to reform the common institutions and make them more democratic". In pointing out the "set courses" to resume the EU process, the president of the EU Commission, Barroso, asks the EU Council, that will meet on June 15th and 16th, for "support in some or most of the proposals that have been put forward by the Executive Commission": "Firstly, we have to concentrate on the needs of the citizens, make plan and above all deliver results in the areas of domestic market, social issues, labour, training, security, accession and the role of Europe in the world …". "Then, we should work at the institutions: we need a better decision-making system, whereby decisions may be taken on a majority basis, transparency, consistent actions on the world’s scene". For all this, specifies Barroso, "The Treaty of Nice is no longer enough: we have to ratify and enforce the Constitution". "Europe ends Barroso is a plan for the cohabitation "of different peoples and states", that must be "strengthened as soon as possible to face the challenges of globalisation".
