” “"The EU Commission has played a proactive part since the start of the crisis in the fight against the effects of the drought in the Horn of Africa. The lack of rain is threatening the livelihood of 12 million people". The EU Commissioner for Humanitarian Aids, Louis Michel, took an urgent measure today, to cope with the serious situation that has come into being in many African countries: 10 million euros’ extra funds have immediately been allocated to supply food and water, especially to the nomadic shepherds and the semi-nomadic populations of Ethiopia, Eritrea, Djibouti, Kenya, Somalia and Sudan. Special measures include drug supplies; "other measures aim at preserving the cattle, the main staple of the region". Finally, plans have been developed that "go beyond the emergency, by strengthening the alert system for the next few months". So the EU allocation for the region reaches 88 million euros, 27 of which will be used for humanitarian aids.” “
