The note about the democratic participation of the young shows some "key messages", as explained by the EU Commissioner for education, training and culture, Ján Figel’: "Young Europeans must be enabled to have easy access to information", even if reads the Commission’s recent document "only a few member states have implemented a communication strategy on the issues that concern the young". Positive are considered instead the results of the dedicated EU portal on the young (http://europa.eu/youth/), which proves information on topics and initiatives for the under-30s is much sought after. In addition, "initiatives must be put in place to drive the young to civic participation; unfortunately, the work made by the states in this area has not progressed much", "even if the legal framework in this respect has improved". The Executive Committee invites the states to be better coordinated and to "work in close contact with the national and continental youth organisations". The new Commission’s program, "Youth in action" (included in the budget for 2007-2013), has the ambitious responsibility of "boosting the civic participation of the young, so that they will be partners of those who develop policies that concern them and can also give their proactive contribution in a structured dialogue".
