"As in the past stated Sodano The Holy See too condemns both the terrorist attacks of one side and the military retaliation of the other. A state’s right to defend itself does not exempt it from the rules of international law, especially as to the protection of civilians. In particular added the Secretary of State the Holy See now deplores the attack against Lebanon, a free and sovereign country, and says it sympathises with those people, who have already suffered so much to defend their own independence. Once again he concluded it seems clear that the only way worthy of our civilisation is the way of sincere dialogue between the parties at war".
