COUNCIL OF EUROPE: REPORT ON CORRUPTION IN TURKEY. 21 RECOMMANDATIONS

A country still affected by the plague of corruption, spread all over the territory, in public as well as judicial bodies, but with a Government that is determined to deploy all efforts to fight it, considering this a priority for the country. This is briefly the finding of the Report on Turkey of the Group of States against Corruption (Greco), an alliance that brings together, in addition to Turkey, 42 nations and that is part of the Council of Europe (CoE). "The situation has got better over the last few years – writes the report – partly due to the process for joining the EU. Regulations and bodies have been launched to promote access to information and the enforcement of ethical principles in the public bodies". In its report, Greco provides "21 recommendations to Turkey: one of these is "the reform of the administrative auditing system which is prone to political lobbying, and the reduction in the number of categories of public officers that enjoy immunity" as well as "the enforcement of ethical guidelines for public officers and the establishment of the figure of the Mediator". The recommendations of the Report will be revised by Greco in Turkey in the late 2007.
