The information collected by the "Report on the assessment of the European judiciaries" (published in English and French on www.coe.int) shows that "judicial defence seems to be very limited in many countries, while it is a priority for the European Court of Human Rights. In addition, it shows that a small number of countries have accurate information on the length of trials, although failure to comply with a reasonable length of time is the main cause behind the cases submitted to the Court of Strasbourg". The substantial report (217 pages) shows that the budget invested in justice remarkably changes with each country; it is below 5 euros per year per person in Armenia, Azerbaijan, Georgia, Turkey, Albania, Bulgaria, Romania and Moldova; it is about 20 euros in Spain, Slovenia, Finland, Austria; it reaches 30 euros in Germany, the Netherlands and Luxembourg. The mean length of a divorce case (statistics of 2004) can be less than 30 days in Russia, it is approximately 100 days in Denmark, 240 in Spain, 420 in France and 500 days in Italy. A dismissal case can instead be settled in less than one month in Holland and Russia, while in Finland it can take 300 days, 400 in France and 720 in Italy.
