According to the Church, said Benedict XVI, "the legal regulation ruling relationships between the people" is based on "the moral rule originating from the nature of things". Apart from cultural differences, the common moral law "allows human beings to understand each other in relation to the most important aspects of good and evil, of the fair and the unfair". As a matter of fact, "values rooted in the natural law are present", in a fragmented form, in international agreements as well as in the principles of the humanitarian law adopted in the legislations of single countries, but it is also important to encourage "the converging of the legislations of single countries in the acknowledgement of fundamental human rights". Today, unfortunately added the Pope, – humanity is experiencing "big divisions and remarkable conflicts, casting dark shadows on its future". In particular, "we regret to notice the increase in the number of States involved in the arms race". Therefore, "in such difficult times, the mobilization of all the people of good will is really necessary, with the aim of finding concrete agreements with a view to an effective demilitarization, above all, in the field of nuclear weapons". As a consequence, here is the appeal to authorities "to resume negotiations with a firmer intent, and with a view to the gradual and agreed dismantlement of existing nuclear weapons".
