” “"Alarmed by the rise in juvenile crime" and "bullying", the EU is looking for a "common strategy", appealing to preventative measures, the families, the school world. The EU is asked to establish an Observatory on Juvenile Delinquency and a "hotline for problem boys and girls"; as well as to "outline a EU-wide general program" focussed "on the four pillars of prevention, educational punishment, social rehabilitation and judicial and out-of-court measures". The EU Commission and the EU member states are invited to strengthen their common programs for the young, including the one for "Prevention against delinquency", Daphne III "to fight violence against children and young people, "Youth in action", the measures of the European Social Fund and those known as "Equal" (fight against discrimination).” “
