” “The negotiations going on among the 27 heads of State and government meeting in Brussels do not concern the energy question only. The final document of the summit should also include other subjects. Up to now, the reduction of greenhouse gas emission and the fight against climate changes have drawn the attention of the summit. However, definite positions in relation to the following subjects have still to be taken on: the Strategy of Lisbon, legislative simplification, the Constitution, and the Declaration of Berlin. Angela Merkel insisted on the need not to confuse the latest two issues. "The Constitutional Treaty will be the main topic of the Council in June", she stated, "but I immediately confirm the need to establish a common framework leading to the coming into force of the Constitution in 2009". There were lots of favourable opinions on that point. However, the positions of the French and the Dutch remain, as well as those of England and other States, which oppose the Constitutional text. As for the Declaration of Berlin, which will be adopted at the summit on 25 March, a structure made up of five chapters is going to be approved: Results; European Cooperation; Values; Priorities; Common Commitments. It is almost certain that there will be no reference to "Christian roots" in the value chapter. In general, there will be reference to the "diversity of languages, cultures and religions" in the Old Continent.” “
