Nicolas Sarkozy, in his address to the EU Parliament, explained that the agreement reached in Lisbon "enables the EU to act, to decide, but it does not say to what ends or for what purposes. It does not say what tomorrow’s Europe will be, how it will help improve people’s lives". Above all, this Treaty "does not provide any reasons to those who have stopped believing in Europe for trusting it again".
