SIR EUROPE: COUNCIL OF EUROPE, "ENSURING ROM RIGHT OF DWELLING"

Governments should make higher efforts to ensure Rom right of dwelling. It was asked in a joint declaration by Human Rights Commissioner of the Council of Europe Thomas Hammarberg and Miloon Kothari, from the United Nations dwelling policy office. The complaints coming from about twenty countries are a lot, including Albania, Bosnia, Bulgaria, Czech Republic, France, Greece, Hungary, Italy, Romania, Spain, and the United Kingdom. "In the last few years – according to Hammarberg and Kothari, – hostility towards Rom grew, and it is not good that, on a local level, the public power approved this intensification of hate for Rom. As a consequence, the rate of forced expulsion of Rom increased, together with their ghettoization". The representatives of the Council of Europe and the United Nations are taking into consideration the removal of Rom from town centres, which "is part of the public policies, but which arouses major preoccupation about social justice in Europe". "The right to dwelling is fundamental to enjoy other rights – they say, – for this reason, it is urgent to improve legislation, policy and practice". Among the suggestions by Hammarberg and Kothari, there is "the regularization of Rom camps, the application of laws against discrimination, and their respect by local communities".
