Furthermore, he warned, "the risk that those weapons end up in the hands of terrorists is real and present". Therefore, he hoped for an international conference on the subject, which should take place in 2009. Finally, the observer of the Holy See hoped for a "moratorium on the production, distribution and use of cluster bombs", causing "humanitarian disasters" affecting, above all, "civil populations".
