"While responsibility for social equity stated Migliore has to do mainly with the individual governments, the international community has a duty to proactively contributing to its rise, both by creating commercial and financial conditions that can boost the growth of all national economies, and by rejecting any influence that might prevent the countries implementing policies aimed at helping the more disadvantages sections of society, such as disabled and elderly people". Nowadays, commented the Holy See, "the world is suffering because of the separation between social development and economic progress". On the contrary, "it is important to repeat that economic policies cannot be separated from social policies; otherwise neither would achieve its goals". Over the last twelve years in particular, according to Migliore, "there has been a clear rise in inequalities between rich and poor, between developed countries, developing countries, and within each nation". This means, according to the Holy See, that "the greatest benefits of global economic growth have not yet reached, broadly speaking, the poorest segments of society".
