The report "reviews explained commissioner Leonard Orban several areas, such as: promotion of motivation to learning, the potential of mass media in this sphere", "the role of regional or minority languages". Working suggestions provided by the experts include the opportunity to "launch information campaigns for parents, young people, organisations working in education and culture, to raise their awareness of language learning"; then, the experts explained that it would be advisable to include language learning "as a leisure activity, such as sport, or extracurricular activity, within the educational-recreational TV programs". Film subtitles are considered "a good way to teach languages". The High-Level Group also draws "attention to the potential offered by immigrants as a source of language skills"
