"Hoping to see the new institutional architecture materialise with the enforcement of the Lisbon Treaty", the EU Commission "will keep placing emphasis on the delivery of effective results for the European citizens". According to José Manuel Barroso, head of the Executive, it is time to submit the working and legislative plans for 2009, which will have to be reviewed, along with the EU Council and Parliament, during the next few months. The Council highlights that next year will be very important for the Community, "because of the possible enforcement of the new Reform Treaty", the appointment of the Board and the future Executive. Five are the priority spheres of action for Barroso: "Economic reforms for growth and employment; climate change and energy security; the development of a common migration policy; citizenship; Europe as a global partner". One of the specific proposals highlighted by Barroso is the need to "revise the budget policies" and "extend partnership relations with some African countries, as part of a broader EU-Africa strategy".
