In 2007, following some investigations ordered by the mayor of Pavlovce nad Uhom, "it has been officially acknowledged reports Amnesty International that 17 pupils should not have been placed in the special schools and that they had been put there by mistake". In fact, the human rights agency believes that the actual number is far higher and other Romany children whose legitimate place would be in a normal school keep seeing their right to education denied, in Pavlovce nad Uhom. Therefore, Amnesty International asks the Slovakian authorities "to acknowledge these deficiencies and introduce adequate structural reforms". In particular, Amnesty International makes some requests of the director of the school authority of the region of Koice, the founder and direct manager of the special school of Pavlovce nad Uhom, Jozef Vook. The first one is to "make sure all the placement decisions are revised so that all the children who are attending the special school of Pavlovce nad Uhom will be reassessed to single out those pupils who have been placed there by mistake and make sure they will quickly be placed in the normal school as they should". In these cases, Amnesty thinks that "the regional school authority should also provide an effective remedy, including compensation for the children involved". (continued)
